Job Description:

The Database Administrator (Database Administrator IV) position performs advanced database administration tasks for databases used by applications with complex data models, workflows, and reports. Assists the team in creating and maintaining logical and physical data models.

The DBA works on activities including but not limited to database tuning, indexing, customization, data migrations/conversions, installations, troubleshooting, upgrades, patching, user management, security of data at rest and in motion, disaster recovery, clustering for high availability and load balancing, data backup, purging and archiving, implementation of database policies, data replication and backup to secondary sites like disaster recovery environments, procedures for the integrity, availability, and confidentiality of the sensitive and business-critical databases.

This position requires hands-on experience as an administrator of relational databases like SQL Server or Oracle as well as experience in the management and administration of NoSQL databases like MongoDB in a cloud environment strongly preferred.

This position is expected to address high demand and may be required to participate in on-call rotation, as needed, with the expectation to complete all projects in a timely manner. This position provides daily supervision and oversight to other DBA resources. This position reports to the Director of Operations.

This position is 100% telework in the state of Texas and is for U.S. Citizens or residents only.

Essential Job Functions:

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Evaluates users' requests for new data elements and systems and incorporates into the existing shared data environment. Coordinates use of data to ensure data integrity and control redundancy. Loads databases and reorganizes as needed. Performs data modeling and prototyping. (30%)

  • Installs and uses Data Modeling tools like Erwin, SQL developer data modeler, etc.
  • Develops logical and physical Data Models and Entity Relationship Diagrams.
  • Implements database objects in an Oracle RDBMS.
  • Advanced data modeler with experience in Design, creation, and maintenance data models representing production databases.
  • Generates scripts to be in the database using data modeler tools.
  • Incorporates changes to data model design.
  • Writes source to target mapping instructions as needed to support ETL development.
  • Develops stored procedures, database triggers and complex PL/SQL packages where needed.
  • Performs requirement analysis and provide data mapping guidance to application and development teams.
  • PL/SQL skills.

Analyzes, designs, and implements databases. Determines and implements database search strategies. Determines database storage requirements. Develops and maintains data dictionary ensuring uniformity of definitions and sets standards for use of data dictionary. Establishes and controls necessary database security. (30%)

  • Evaluates the database server Hardware.
  • Installs database and grid software.
  • Plans database for logical structure, overall database design and backup, restore strategy.
  • Database performance analysis.
  • Implements ASM for database storage or filesystem-based database strategy.
  • Follows database naming conventions per guidelines.
  • If needed, implements Oracle advanced security and Oracle database Vault.
  • Database security solutions to ensure data privacy, protect against insider threats, and enable regulatory compliance.
  • Implement oracle identity management to secure critical applications and sensitive data, lower operational costs, and comply with regulatory requirements.
  • Directs the design, analysis and development of backup and recovery systems by working with the customer for support and implementation of more complex databases and environments. Serves as primary contact for vendors and system architects to represent customer requirements. Creates documentation for backup and recovery. Defines database validation requirements to ensure database integrity.
  • Develops a plan and directs implementation of database security infrastructure that coincides with policy requirements; makes recommendations for security best practices.

Designs, codes, and modifies complex computer programs, subroutines, triggers, stored procedures, objects, classes, and scripts to maintain reporting systems. Performs necessary testing of assigned programs, including the generation of test data, writing test scripts/execution sequences, examining test results, debugging detected errors, etc. Uses current software development methods/techniques and established development standards (which include programming standards, documentation standards and testing standards) to ensure the quality and maintainability of reports/applications. Participates in code walk-throughs to ensure compliance with development standards and system/business requirements. (20%)

Works with trainers, technical support staff, network specialists and contract staff to perform modifications and/or updates to existing systems or to implement new systems. Identifies, investigates, and resolves production problems. This may include analyzing problems, coding, testing, implementing, and training of other technical staff and/or customers. (15%)

Knowledge Skills Abilities:

  • Knowledge of database structures and theories, current database technologies, and data analysis techniques.
  • Knowledge of the principles, practices, and techniques of computer programming and systems design.
  • Knowledge of computer operations, systems, and procedures.
  • Knowledge of data processing flowcharting techniques.
  • Knowledge of Software Development lifecycle.
  • Skill in developing, maintaining, and troubleshooting data transformations or ETL (Extract Transform and Load), preferably using tools such as Azure Data - Factory (ADF) or SQL Server Integration Services (SSIS), Informatica PowerMart, Data Integrator, or others.
  • Skill with the investigation and resolution of problems using strong analytical techniques, innovative approaches, and taking initiative in preventing problems.
  • Skill in technical analysis and design, including database design and planning.
  • Skill in effectively communicating information, both orally and in writing, with individuals and groups with varying technical backgrounds.
  • Skill in team building and providing oversight and performance management of others.
  • Ability to organize and plan identified tasks to meet goals and complete multiple assignments without compromising accuracy in a fast-paced environment.
  • Ability to work in a team environment as well as the ability to independently learn new technologies and concepts quickly.

Registration or Licensure Requirements:

Azure certification is preferred and not required. MongoDB DBA or DBA Associate certifications are preferred and not required.

Initial Selection Criteria:

Graduation from a four-year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field. One year of appropriate experience may be substituted for the required education on a year-for-year basis.

  • Minimum of 8 (eight) years of database experience.
  • Minimum of 6 (six) years of experience with Transact-SQL or PL/SQL - (or similar).
  • Minimum of 6 (six) years of experience with Relational Database Administration - (SQL Server or Oracle, for example).
  • Minimum of 4 (four) years of experience designing and supporting Enterprise Application Databases.
  • Experience with No-SQL databases.
  • Experience with Agile methodologies – (Scrum, for example).
  • Experience leading a team.

  • Preferred experience migrating databases from on-premise databases (SQL or No-SQL) to cloud environments.

  • Preferred 5 (five) years of experience with database administration of SQL Server in Azure cloud environment or 8 (eight) years of experience with database administration of on-premise SQL Server environments.
  • Preferred 5 (five) years of experience with MongoDB administration with large volume databases, high availability, and disaster recovery infrastructure.
  • Preferred experience in MongoDB 4.X database administration.
  • Preferred experience in MongoDB architecture.
  • Preferred experience with Azure Data Factory or Azure Synapse or Logic Apps.
